With this goal in mind, Spanish Airports and Air Navigation (AENA) launched the Vellore platform in 2022, a Cargo Community System (CCS) that integrates handling operators, shippers, freight forwarders, transporters, customs agents, importers/exporters, General Sales Agents (GSAs), airlines, and health inspection bodies at thirteen Spanish airports.
Thus, it is a collaborative, open, secure platform with a reduced time-to-market and a multi-device design, which manages the exchange of information related to air transport operations among the members of the cargo community.

What functionalities does Vellore offer?
- Import Document Management: Collects information provided by stakeholders, making it available and validated in digital format.
- Driver Database: Using blockchain technology, the platform has an access and management system for driver and cargo credentials, available for decentralized use by companies.
- Slot Management: The system is designed to connect with the cargo dock reservation application.
- Customs Regulation ICS2: The module uses previously loaded data to generate ICS2 message sets. The ICS2 (Import Control System 2) is a system developed by EU customs to facilitate free trade exchanges through optimized security processes based on data and adapted to global business models. The application forwards messages to the European Commission and receives responses so users can take the necessary measures.
- Exportation: Manages the complete eAWB (e-Air Waybill) process, the electronic equivalent of the paper AWB document, providing agents with a unique standard to exchange standardized air cargo documents online at any airport subject to the e-freight system. Vellore processes all required export documents, including declarations for dangerous goods (eDG) and shipment security (eCSD).
- Statistics: The platform provides detailed statistics with both specific and general anonymized data.
- Customs Procedures: Sending the temporary deposit declaration (G4) and the notification of goods presentation (G3).
- Service Requests Among Stakeholders: The different agents integrated into the platform can communicate to request services such as positioning, palletizing, labelling, and other information needed for operations.
